does anyone have any clue where to get this manual?

Website says Librarian {VK}, but I have checked there and its never been there.. also would seem sort of odd for it to be in VK since it is a Thief 36 skill.. but what do i know :)

sorry to nag on gossip bout this but I really have no idea where to start lookin for it.
